PINE BLUFF Ark.- "There has been much discussion in Pine Bluff regarding “zip codes” particularly 71602 and the annexing of Pine Bluff to White Hall. Although there is a process in place at this time to annex communities outside the boundaries of incorporated cities like White Hall or Pine Bluff, no record exist to indicate White Hall has annexed any part of Pine Bluff." 

ICVR has determined that misinformation and misconceptions exist in the community and recently the collection of taxes has also emerged related to Pine Bluff and White Hall. The Pine Bluff city council members and the mayor's office were made aware of a community meeting with a representative from  the U.S. Census Bureau and a U. S. Postal officials to address the 71602 issue. The ICVR Coffee with the Chiefs is scheduled for Tuesday August 05, 2014, 9 AM at the Pleasant Grove Baptist Church 1801 Indiana Street in Pine Bluff. ICVR has also provided city officials with information received in June from the U.S. Census Bureau; which includes a Geodiagram showing the hierarchy of geography on this issue related to ZIP code 71602. The census information also contained files, block level maps of Pine Bluff and block level maps of White Hall; the mayor's office received the same information. Therefore, once our elected officials have studied all of the census information, we strongly encourage each council member to attend this special meeting with these high profile officials and urge citizens of Pine Bluff and White Hall to attend as well, ask questions or voice your concerns during this meeting.

"Who can best explain to the community and put to rest issues dealing with ZIP code 71602, the census count, sales and use taxes, the collection of sales taxes other than federal, state, and county officials who are trained professionals directly associated with the responsibility and oversight regarding such issues.

 ICVR has confirmed the attendance for Toni Pitchford, Partnership Division, U.S. Census Bureau, Nathaniel Balentine, Pine Bluff Postmaster U.S. Postal Service, Roberta Overman, Manager Sales and Use Tax Section, and Tom Atchley, Excise Tax Administrator Department of Finance and Administration, Jefferson County Tax Collector Stephanie Stranton, Jefferson County Assessor Yvonne Humphrey, and Jefferson County Treasure Elizabeth Rinchuso. My hope is the print and electronic media will be present to share with the citizens of Pine Bluff and White Hall once and for all, the correct information regarding ZIP code 71602, the census count, and collection of taxes."
